Broker Licensing
  • What is a Customs Broker?

A customs broker is a person who helps importers move merchandise through US customs.  They are familiar with customs regulations and for a fee, they help their clients to complete all the steps necessary to get the merchandise through US Customs smoothly.  If a business does not hire an outside customs broker to handle their import matters, it is important to have an employee on their staff who is very informed and experienced with the US Custom's Regulations.

  • How do I become a Customs Broker?

In order to become a licensed customs broker, one must be a US citizen, 21 years or older, who is not employed by the federal government, has passed the Customs Broker exam, and who has proven him or herself to be of high moral character.

In order to verify an applicant's moral character, Customs conducts research on the background of the individual seeking to become a Customs Broker.  They look at character references, credit references, arrest records, and a fingerprint analysis for each applicant.  The results of this research are handled on a case-by-case basis.

The Customs Broker exam is a 4-hour, 80-question test that is given twice a year.  Although it is an open book, open note exam, it covers a lot of information and has proven to be quite challenging for most test-takers.  It covers the Harmonized Tariff Schedule of the United States and Title 19, Code of Federal Regulations.

  • Where can I get help to prepare for the Customs Broker Exam?

Test prep materials are available to get you ready for the exam.  You may consider attending a live seminar, purchasing a review textbook, watching lectures on DVD or video tape, or practicing with flashcards.  No matter how you decide to study, the key is that you study thoroughly and in an organized manner.  Tom O'Leary is not only a licensed Customs Broker himself, but he also has experience in helping others to pass the Customs Broker Exam.  He can help you find the study methods that are right for you.  Contact Tom O'Leary or check out The Customs Broker Exam Prep Course Web Site for assistance.

More information about becoming a customs broker is available on the US Department of Homeland Security Website .
