Don't know how your imported merchandise should be valued?? Most items are valued from the invoice with no problems. However, many issues can complicate valuation. There are royalty issues, assist issues, transportation issues, etc..... For example, if you are importing items from a related company or a relative it may be a "related transaction" which is a big red flag for Customs. This is a very important area for Customs.
